Peluang ke angkasa lepas

KUALA LUMPUR: Pada 2015 nanti, rakyat Malaysia dan di rantau Asia bakal berpeluang mengembara ke angkasa lepas menerusi projek yang bakal dilaksanakan di Jasin, Melaka.

Menerusi projek itu, sebuah ‘space pod’ akan dibina dan mereka yang berkemampuan boleh menaikinya untuk dilancarkan di angkasa lepas dan berada di sana selama 10 minit.

Angkasawan negara, Datuk Dr Sheikh Muszaphar Shukor berkata, projek itu dijangka dimulakan Disember ini.

“Melalui perbincangan dengan kerajaan negeri, kita sudah mendapat tanah yang sesuai dan pelabur juga ramai yang berminat dengan projek ini,” katanya yang ditemui selepas majlis iftar angkasawan negara bersama 45 anak yatim dari Rumah Anak Yatim Nur Salam, Chow Kit di Restoran Rebung Chef Ismail, di sini, semalam.

Menurutnya, mereka yang berminat perlu membayar sebanyak USD100,000 (RM300,000) dan perlu mengikuti kursus pendek.

“Saya yakin projek ini mampu mempertingkatkan industri pelancongan kita malah mempromosikan pelancongan angkasa yang semakin mendapat tempat sekarang.

“Malah dengan usaha sebegini, kita mampu mengurangkan kos orang ramai mendapatkan pengalaman hebat ke angkasa lepas. Bagi saya, semua orang harus mengambil peluang ini,” katanya.

Menurutnya, platform projek itu diusahakan Persatuan Pelancongan Angkasa Malaysia manakala beliau berperanan sebagai peneraju.

IN the next five to 10 years, the Selangor State Development Corp (PKNS) will be embarking on several projects, some of which may have some aspects of urban regeneration.

This involves both residential and commercial properties.

In 2010, PKNS had announced several key new developments, namely Datum Jelatek, with a gross development value (GDV) of RM900mil, PJ Sentral Garden City (GDV: RM2.6bil), Sports City (GDV RM1.8bil) and PJ Elevated City (GDV: RM2.2 bil).

These projects are expected to elevate the state to another stage of progress.

“We advise investors to watch out for the launching of the mixed retail, commercial and residential development in Datum Jelatek, comprising four residential towers that will be linked to the Jelatek LRT station, which is four stations away from the Kuala Lumpur city centre,” says PKNS general manager Othman Omar.

He says PKNS's priorities in the coming years include the remaining development in integrated townships namely Bernam Jaya (6,000 acres), Selangor Science Park 2 in Cyberjaya (1,500 acres), Kota Puteri (2,000 acres) and Antara Gapi (900 acres).

“We are introducing parcels for an internationally-acclaimed university hospital, factory outlets, hotels, an international elite golf course and golf academy, a private airpark and related industries, theme parks and a space tourism centre, among others. PKNS is also undertaking a reverse-privatisation' where we now develop land owned by other state agencies, government-linked companies or private land-owners in strategic collaborations,” he says.

The business development division of PKNS has also announced RM14bil worth of new projects at various stages of development. These are mainly developments based on the concept of urban regeneration and redevelopment.

“For lasting growth, these developments need to be supported by the required infrastructure, roads and interchanges for connectivity, public amenities, facilities, schools and the like. Many of these aspects of sustainability must come from the government,” he says, adding that there is a need to brand Malaysian cities in order to attract multinational companies.

Despite having a quickly depleting land bank, it still have parcels of land dotting the whole of Selangor that stretches over 11 townships in nine districts.

In the northern part of Selangor, lie three districts namely Hulu Selangor, Kuala Selangor and Sabak Bernam where PKNS has 6,217 acres, 125 acres and 102 acres respectively. It also have land banks in major townships in Gombak with 994 acres, Petaling (67 acres) and Klang (1,161 acres).

In the eastern side of the state, it has 158 acres in Bandar Baru Bangi and Kajang, while in the south, PKNS has 1,500 acres in Dengkil, Sepang.

Collectively, the total value of these land banks is estimated at over RM4bil.

Although PKNS has several pockets of commercial land in the Klang Valley that is less than 10 acres, these parcels have a potentially higher GDV as they are in more strategic locations like Petaling Jaya, Kelana Jaya, Shah Alam, Bangi, Kota Damansara, Ampang Ulu Kelang and Sg Buloh.

“Most of our strategic townships are fully developed and a major part of our strategic land banks has been depleted. As a result, the biggest chunks of our land banks are presently outside the Klang Valley. To overcome these challenges, we have been transforming dilapidated brownfield areas like our old flats and industrial areas built 30 years ago into vibrant and sustainable integrated mixed developments,” he says.

PKNS has identified at least 10 new sites for urban regeneration and at least five new strategically located parcels belongong to private and state government agencies for reverse privatisation and joint ventures.

Besides getting busy with its own projects, PKNS has also undertaken the development of several abandoned projects. This includes Bukit Botak which involves 1,422 units of semi-detached houses originally undertaken by Delpuri Corp Sdn Bhd.

“Not only did we finance the RM140mil project but we also subsidised RM79mil in order to price the units at RM99,000 each whereas the cost and market value is at RM180,000 and RM200,000 per unit respectively,” he says, adding that for the record, PKNS has never abandoned its own projects.

Transparency in choosing partners

Despite the impression that government-linked agencies are inefficient and lacks transparency, PKNS is leading the way to be more transparent in its dealings with private developers.

“We have enjoyed very good returns from these investments in terms of dividends and scheduled payments. With our good reputation as a partner, strategic land bank and transparent approach towards our selection method, we have been able to attract the best offers in our request for proposals (RFPs). Our latest RFP for Kelana Jaya Sports City where over 40 companies participated, the best offer was a guaranteed return of RM422mil to PKNS inclusive of the performing arts centre and stadium,” he says.

Melati Ehsan Bhd emerges as the winner after three rounds of assessment of 40 companies comprising local established companies and also one Chinese company.

“Our panel of independent committee comprising accountants, financial advisors and architects took over a year to evaluate the proposal. Melati Ehsan got it because of merit,” he says.

Recently, the application for redevelopment of the PKNS field and sports complex in Kelana Jaya was turned down at a public hearing due to technical non-compliance.

“We are going to take our time to re-assess the project and make the right amendments to the project and will accommodate the comments that was made during the public hearing,” he says.

He says the project is not going to be just any profit-driven project, but will be a new Green Building Index landmark and branding project for Kelana Jaya.

“Whatever the proposal, we will have 70% of the original land being kept in various levels as open space, and these are the good points that people should see. The project will have fields and complexes that house the podium and facilities like the sports complex, performing arts centre, traditional game field and an open-area landscape,” he says.

He says the complex has never been opened to public before but only for PKNS functions, but with the said project, the facilities will be available to the public.

“Its up to our board to decide, bearing in mind that PKNS has an obligation to the five million Selangorians,” he says.

KUALA LUMPUR: Perbadanan Kemajuan Ekonomi Negeri Selangor (PKNS) merancang mewujudkan sebuah "Bandar Angkasawan" di Bernam Jaya, Selangor, kata Ketua Pegawai Eksekutifnya, Omar Othman.

"Bagaimanapun, ia masih lagi di peringkat awal. Kami baru bercakap mengenainya. Tiada yang muktamad lagi," kata beliau di sini, hari ini. Omar berkata, PKNS akan menganjurkan "Kongres Angkasawan" yang akan diadakan di Pusat Konvensyen Shah Alam pada 8 Oktober.

"Kami cuba menjadualkan lawatan oleh angkasawan ke Pusat Sains Selangor yang juga merupakan Bandar Solar/Suria untuk bertukar-tukar pendapat," katanya selepas lawatan oleh angkasawan negara, Datuk Dr Sheikh Muszaphar Shukor ke petak pameran PKNS di Persidangan Kewangan Global di sini, hari ini.

Bertemakan, "Dawn of the New Decade: Alternative Investments in Asia", persidangan anjuran International Herald Tribune dan London Speakers Bureau, berakhir hari ini.

PKNS, cabang pelaburan kepada kerajaan negeri Selangor, adalah satu-satu peserta pameran yang mengetengahkan hartanah berprofil tinggi bernilai berbilion ringgit bagi menarik para pelabur berpotensi antarabangsa.

Bandar Solar pertama Malaysia, terletak di Taman Sains Selangor 2, ialah pembangunan semula bandar berintegrasi dan bercampur dengan perindustrian berteknologi tinggi, kediaman komersil dan komponen rekreasi.

Sementara itu, Sheikh Muszaphar berkata: "kami amat kagum dengan infrastruktur bertaraf dunia yang PKNS telah tempatkan di bandar Solar".

"Kami akan membawa 100 angkasawan dari seluruh dunia untuk melawat Bandar Solar seperti dari Amerika Syarikat, Iran dan India.

"Mungkin, kami boleh mempromosikan sains angkasa kerana Bandar Solar mempunyai banyak peluang dan potensi," tambah beliau. - BERNAMA

MARS - Malaysia Asian Regional Spaceport

STS-MC had signed a Memorandum of Understanding (MOU) with Selangor State Development Corporation (PKNS) to develop a spaceport at Bernam Jaya Selangor. The runway for the spaceport will be built by PKNS.

The project is called, MARS - Malaysia Asian Regional Spaceport.

KUALA LUMPUR - Pelajar-pelajar sekolah menengah di seluruh negara berpeluang untuk memenangi pakej RM150,000 penyertaan di Kem Angkasa Eropah melalui pertandingan mereka bentuk Kapal Angkasa Kebangsaan anjuran bersama Space Tourism Society Malaysia Chapter (STS-MC) dan akhbar Utusan Malaysia.

Presiden STS-MC, Norul Ridzuan Zakaria berkata, kumpulan sepuluh pelajar dari sekolah yang memenangi pertandingan ini berpeluang untuk menikmati pakej melawat pelancongan angkasa dan mempelajari pembangunan industri pelancongan angkasa di Los Angeles, Amerika Syarikat.

"Setiap sekolah akan memilih sepuluh wakil pelajar menyertai aktiviti mereka bentuk kapal terbang angkasa pelancongan suborbital Malaysia bersama dengan seorang guru penasihat.

"Mereka akan mengunakan kreativiti mereka dalam menghasilkan ilustrasi-ilustrasi kapal terbang angkasa berkenaan dalam tiga peringkat iaitu ilustrasi profil dua dimensi, tiga dimensi dan model berskala pameran," katanya.

Menurut beliau, setiap sekolah akan menghasilkan ilustrasi profil dua dimensi kapal terbang angkasa pelancongan suborbital dengan parameter yang diberikan mengikut perspektif mereka.

"Sepuluh ilustrasi yang berjaya memenangi pertandingan ini akan dipamerkan dan dipromosikan dalam bentuk persembahan slaid secara berterusan pada TV skrin rata di Pameran Pelancongan Angkasa Antarabangsa 2011 (ST2011) di Los Angeles, Amerika Syarikat pada 28 hingga 29 April tahun ini.

"Daripada sepuluh ilustrasi terbaik, hanya lima sahaja akan dipilih oleh wakil pejabat STS semasa Majlis Penganugerahan Orbit," katanya

Selain itu, beliau berkata, kesemua ilustrasi pemenang pertandingan tersebut akan dibukukan dan diedarkan semasa Persidangan Agensi Angkasa Eropah di Paris, Perancis anjuran Agensi Angkasa Eropah (ESA) dan Pentadbiran Aeronautik dan Angkasa Lepas Kebangsaan (NASA).

Dalam pada itu, Norul Ridzuan memberitahu, pertandingan adalah terbuka untuk semua sekolah dan ia juga berdasarkan rancangan strategik untuk pembangunan pelancongan angkasa efektif di Malaysia dan kemampuan logistik STS-MC.

Jepun berjaya lancarkan kapal kargo angkasa lepas pertama

TOKYO 11 Sept. - Jepun berjaya melancarkan kapal kargo angkasa lepas yang pertama sejurus selepas pukul 2.00 pagi waktu tempatan tadi.

Agensi Penerokaan Aeroangkasa Jepun (JAXA) telah melancarkan Kenderaan Pengangkutan H-II (HTV) yang berjaya terpisah daripada roket H-IIB kira-kira 15 minit selepas pelancarannya.

Roket itu berlepas dari Pusat Angkasa Lepas Tanegashima yang terletak di sebuah pulau di selatan Jepun dengan HTV mengangkut 4.5 tan bekalan termasuk makanan dan keperluan untuk enam krew Stesen Angkasa lepas Antarabangsa (ISS), di samping peralatan uji kaji. - AFP

A pilot who died when his plane crashed during a test flight in Malaysia today has been described as an aviation entrepreneur.

Michael Robert Dacre was killed when the plane he was test piloting crashed during takeoff from an airstrip in Taiping, Malaysian police said.

The 53-year-old was flying a Jetpod aircraft, developed by his UK-based company, AVCEN, when the accident happened.

The plane, which was being tried out at the Tekah airstrip, is being developed to take off and land in short distances and cruise at low levels.

It would need only 125 metres (410ft) to take off or land, allowing runways to be constructed close to city centres, and would be quiet enough to not be noticeable above the noise of traffic.

Professor Jeff Jupp, who worked as an aerospace consultant on Dacre's project in the UK, said the crash victim had a lot of flying experience.

"He was a typical aviation entrepreneur," he said. "He was very keen on his project ... he saw a market for it.

"He was very prepared to take on expert opinion – not dogmatic at all – and he was very enthusiastic, driving the project on personally.

"I thought his idea was very interesting. It could have been a useful addition to the aviation scene."

Mohd Sobri Abdullah, the senior officer of the Taiping fire and rescue service, told the Malaysian Bernama news agency that fire and rescue personnel had been stationed at the airstrip at the request of the company before the crash.

He said the plane had reached an altitude of 200 metres when it plunged to the ground and burst into flames.

The Department of Civil Aviation is investigating the cause of the crash.

1 Dekad Pelancongan Angkasa Di Malaysia


Bersempena dengan sambutan "1 Dekad Pelancongan Angkasa Di Malaysia", STS-MC menyebarkan poster resolusi tinggi, "Cormmercial Suborbital Spaceflight as a Tool to Promote Interest of Space Travel in Developing Countries" yang telah dibentangkan oleh STS-MC di International Space University pada Februari 2008.

Minuman baru angkasawan hasil dari bahan kumuhan?

Ya... ianya benar-benar berlaku. Belanja untuk menghantar bekalan air ke orbit bukanlah satu operasi yang murah. Nasa terpaksa mencari jalan lain supaya dapat mengitar-semula urin (air kencing), peluh dan air yang terpeluwap kepada air bersih yang selamat digunakan sebagai minuman, penghasilan oksigen dan lain-lain

“Rasanya hebat,” kata angkasawan Amerika Syarikat (AS), Michael Barratt.

Angkasawan Russia, Gennady Padalka pula menunjukkan paket air yang tertulis: “Minum air ini apabila air tulin berada jauh lebih 300km.”

Sistem kitar semula dapat mengurangkan dan menjimatkan kos pengangkutan air bersih ke stesen itu. Ia juga diperlukan kerana jumlah angkasawan yang semakin meningkat.

Pengurus makmal stesen angkasa lepas, Marybeth Edeen menjelaskan proses-proses kitar-semula tersebut, di mana air kencing itu akan dimasak dahulu dan hanya wap yang terpeluwap dikumpul dan ditukarkan kepada air.

“Baki daripada proses itu akan dibuang. Wap air daripada proses itu kemudiannya akan dicampurkan ke dalam stesen dan ditapis dahulu sebelum ianya boleh diminum,” katanya. Ciptaan sistem ini mampu menghasilkan 10 liter air dalam tempoh enam jam. - FS

Iran lancar satelit


DUA juruteknik melihat sebuah roket sebelum pelancarannya ke orbit, di sebuah lokasi di Iran.

TEHERAN - Kerajaan Iran semalam mendakwa berjaya melancarkan satelit pertama buatan tempatan ke orbit, satu langkah yang dijangka mencetuskan kebimbangan masyarakat antarabangsa.

Menurut beberapa agensi berita, sebuah roket buatan tempatan, Safir 2 membawa satelit itu ke orbit pada malam kelmarin.

"Wahai warga Iran, anak-anak kita telah berjaya melancarkan sebuah satelit ke orbit.

"Dengan pelancaran satelit ini, Republik Islam Iran secara rasminya berada di angkasa," kata Presiden Mahmoud Ahmadinejad menerusi televisyen.

Mahmoud berkata, satelit itu membawa makna keamanan dan persaudaraan kepada dunia selain menghapuskan tanggapan bahawa program angkasanya untuk kegunaan ketenteraan.

"Dunia menolak kata-kata lapuk itu. Kita mempunyai pandangan tentang teknologi yang hebat dari Tuhan berbeza dengan kuasa-kuasa berpengaruh dunia yang menggunakan pendapat-pendapat syaitan," katanya.

Beliau memberitahu bahawa satelit itu dibina oleh saintis-saintis tempatan.

Pelancaran itu dilakukan sehari sebelum diplomat-diplomat kanan dari enam buah kuasa besar dunia bertemu di Jerman bagi membincangkan program nuklear Iran. - AFP
